General requirements to the systems of physical protection at the design phase

General minimal necessary requirements and recommendation for the system of physical protection as a whole and its subsystems at the design phase are stated in the paper. These requirements are formed both on the basis of the present state standards of the Russian Federation, and on the experience, summarized in methodical instructions and study guides in this field.
