Classification of functions and problems of a university based on Sagatovski’s method

A procedure of constructing a hierarchy of objectives for the process of functioning of a typical university is described basing on Sagstovski’s method. Sagatovski`s method needs differentiation and specification of system objectives on seven levels, each of which contains a certain number of stages. The construction of the hierarchy of objectives is realized up to the third level. The constructed set on the third level consisting of 168 subgoals is presented in the paper.
