Conceptual information model of a regional cluster

The management of a regional cluster on its imitative analogue — the virtual cluster allowing to refuse from real experiments with objects and processes, is considered in the paper. The information model of a cluster is developed on the basis of three domains: physical, informational and cognitive. The process of circulation of the information between domains is defined. The approach for creating a system of unified indices is developed to estimate objects and processes used in the tasks for management decision-making. The form of the unified conception of declarative knowledge in the form of metaontology, subject-ontology and task — ontology is developed. Conclusions about the properties of a virtual cluster as a self-organizing system are drawn.
