Abstract: Stages of problem-oriented methodology to support decision-making for semistructured problems are developed in the paper. They include: problem formulation connected with economic process management; semantic analysis of a problem; construction of a set-theoretical model of a problem; analysis of the structure of a model; elimination of hierarchical, vertical and horizontal redundancy; analysis of properties of a model in order to choose a preferable algorithm of creation of an aggregated metric; construction of the aggregated metric; and analysis of the aggregated metric. Stages definition has allowed to create the methodology, which is a logical continuation of ontology analysis of subject domain.
