Abstract:
This article describes some of the features and useful experience of the project on development of the information system for the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia), which was attended by the representatives of the real IT sector and scientific environment. One of the main problems is the integration of data from geographically remote offices of Ministry of Emergency Situations, which led to the creation of a specially designed multi-level database (DB) for the information system. We also describe our experience concerning the regulatory aspects, security of personal data, the development of the overall system architecture, which allows work effectively and submit reports timely to management, etc. The aspects related to the design of interaction is especially highlighted, as the system is used by several diverse target users – from senior management to ordinary inspectors and citizens. The approaches to the analysis of big data accumulated in the system, based on OLAP-technologies and Data mining are presented. The examples of the implementation of the system operational OLAP-reports are considered.
