Abstract:
The paper considers the possibility of increasing the efficiency of cargo port business process management. The authors proposed and described all the stages of the method for the complex assessment of cargo port strategic risks. The method includes a description of the technology of the balanced scorecard creation, from choosing the strategy, describing the main goals of cargo port, constructing a tree of goals, making the specification of the tree of goals according to five perspectives: finances, customers, logistics processes, internal and external social responsibility, and to constructing the strategic map of the cargo port, which includes the main indicators reflecting the most significant results of the port business process. The formulas for calculating each of the selected indicators were presented. The method includes the process of creating a simulation model of the cargo port technological and business processes, allowing assessment of cargo port strategic risks, depending on the change in the input data of the model based on the construction of risk maps. The strategic risks are considered as a hierarchy of operational risks associated with failure to reach a particular goal. The operational risks of the cargo port activity are supposed to be identified as the risks that the value of the index do not reach or fall below the standard value on this indicator. The formulas for calculating operational risks based on the port statistics collected while running the simulation model, namely the chosen values of the triangular distribution of the statistical data are given. The formula of linguistic evaluation of the integrated strategic risk is also presented, it leads to the conclusion the risk that the previously designated port strategy will not be achieved.
