Abstract: The work is devoted to the study of the characteristics of the automated monitoring systems in complex socio-economic systems. Monitoring is considered as an important component of the management system, which includes the collection and analytical processing of large volumes of the unstructured information. Monitoring can be implemented only if a certain order and the relationship of its elements. Improving the effectiveness of the monitoring processes in the complex socio-economic systems by automating the monitoring processes and software systems is an essential element in management. The reference model of monitoring and evaluation is pro-posed. Based on this model, the principles of building the automated systems of monitoring and general architecture of the software component: the principle of development, the principle of compatibility, the principle of standardization and the principle of effectiveness are developed. The principles are fundamental in the creation of various components of the automated system of monitoring of the socio-economic systems in different subject areas and provide a methodological unity of all subsystems of the management of the automated systems. Implementation of the selected principles are reflected in the architecture of the software system. The proposed architecture of the information system of monitoring of the socio-economic objects is based on the multi-agent systems. Several types of agents are revealed, their functions are defined. The data necessary for operation of the information system monitoring may be stored in the database, knowledge base or data warehouse. This architecture corresponds to the principles of the systems of this class. Taking into account the intellectual component processes of monitoring of the socio-economic systems associated with the analytical data processing, the agent-based paradigm of software development systems seems to be the most acceptable from the point of view of the basic principles of automation, monitoring, and from positions of the modern approaches in software engineering.

Keywords: monitoring, management, socio-economic system, multi-agent system, data warehouse, agent paradigm.
