Abstract:
The paper considers the problem of the system classification and the formation of a list of indicators for monitoring valuable cargo processing through the use of GLONASS/GPS satellite navigation system. The possible scheme for the construction of such a system based on satellite navigation systems is described. The general model of handling cargoes is presented as a chart, which lists all the basic components of the model, i. e., parties of the handling process; the role of each member of the handling process is described; a composite nature of some of the participants is disclosed. The main federal agencies responsible for various aspects of transportation of goods are listed. Ten stages of the life cycle of the cargo in the course of its processing and eighteen key members of the handling process, thirteen of which are controlled through the use of satellite navigation systems, are allocated. The stages of transportation and storage (warehousing) of goods as the most important stage in the life cycle are specified. A list of forty-eight indicators of cargo handling process at all the stages of their life cycle, for each of the indicators there are tasks, the solution of which demands for satellite navigation systems, is obtained; the units for each of the indicators are given. The list of the indicators is the basis for constructing the monitoring system of valuable cargo processing and decision-making system.
