Decision-making system within the framework of the GLONASS concept for tracking objects in the control zone

Abstract: The author of the paper analyzes the problem of constructing a subsystem of decision support within the transport logistics system. The subsystem is based on the new concept of using navigation systems, which, in contrast to the existing concepts, not only registers facts of violation of the regulations about storing and transporting goods, but also prevents malicious acts in relation to the handled goods. To unify decision-making procedures, there is offered a general format of typical patterns of decision-making situations, including the following sections: type of non-standard situation; territorial-and-spatial characteristics of non-standard situation; description of non-standard situation; passport data of the sources providing information about non-standard situation; specific parameters and characteristics of non-standard situation; registering andnon-standard situation changes over time; statistical data on each non-standard situation. The author gave a complete disclosure and detailed analysis of each section and offered a general algorithm for the decision-making process within GLONASS system for delivering logistics services, which should be placed in the control center of the transportation company providing freight services. According to the analysis of the algorithm, there has been formed a list of information technologies advisable to use in GLONASS system for providing services.
