Abstract: The influence of strong temperature drops in the cold season, which are accompanying by fogs (smogs), on the meteorological and atmospheric-electric state of the atmosphere surface layer in Siberia was considered. The assumption that a decrease in the electric field strength and an increase in the air electrical conductivity in the atmosphere surface layer during the heavy and long frosts are caused by the changes of fog particles phase state and ice crystals shape at temperature less -16 C and the decrease of absolute air humidity at temperature less -35 C was made.
