A billiard realization of non-Bott singularities of integrable Hamiltonian systems with no more than one singular fiber of Seifert bundle

The paper implements degenerate bifurcations of Liouville tori of systems with two degrees of freedom at a fixed energy and provided that there is no more than one special layer of type ($p$, $q$) in the corresponding Seifert fiber space.
