On closure of the space of splines of degree $m$ with respect to special norm

A subspace in the space $\mathrm{C}^{(m)}[a,b]$ of smooth functions is defined and its special norm is entered. The subspace is closure of the space of splines of degree $m$ with respect to this norm.
