Biographical reference and liquid publication

The bibliographic reference was originally created for citing of materials of traditional paper editions. It badly approaches for citing on the Internet. What represents reference to a liquid publication — a progressive in the time scientific Internet resource? Requirements to the reference in the environment of liquid publications are formulated.
