On the proximity of the Riesz basises to the ortonormed basises in Hilbert space

The conditions of existence and some properties of a special class of Riesz basases in Hilbert space are formulated The consequences of these conditions for the system of eigenfunctions of the restriction of the operator conjugate to the shift operator and for the system of resonant states of certain scattering problem are formulated
