A Homotopy theory to classify singular links

The aim of this work is to transfer a concept of absolute homotopy groups from topological spaces to space pairs, to reduce in some cases the problem of computing these groups to the standard algebro-homotopic problems and to explain how the results obtained can be applied to the theory of singular links.
