On cyclic sets

A system of subsets of the Cartesian product of two finite sets of natural numbers, called cyclic sets, is studied. Particular attention is devoted to the study of the power characteristics of one of the subsets of the system, called the set of cycles. It is shown that cycles can be used to establish the optimality of the transfer plan in the transport problem.
