Petersburgian mathematicians and reforms in the Academy of Sciences in the post-revolutionary period

In the light of the coming to Jan. 1, 2016 changes to the life of the modern Academy of Sciences, it makes sense to turn to the experience of centenary antiquity to preserve and reform the institutions.
